A keen gardener herself, Anne discovered some of these hidden garden treasures while out walking in her neighbourhood. Council tail wagging the dog...again THE EDITOR SAYS BY DUNCAN PARDON duncan@pctimes.co.nz Not surprisingly, there has been a huge outcry at the proposal to base the Warriors rugby league team on the North Shore – as part of Auckland Council’s proposed rationalisation of the city’s stadiums. Of course the whole idea is nonsense. South Auckland is the spiritual home of rugby league, even if Warriors’ stadium Mt Smart is technically in central Auckland. Moving the Warriors to the Shore - rugby heartland - would be tragic, especially for South Aucklanders who would face a long trip over the bridge. It could be the death knell for the club. I like Mt Smart. It’s old and shabby but there seems to be more leg room than at rugby’s Eden Park, you can get much closer to the action; and the parking – which involves driving down badly lit driveways behind industrial buildings – is kind of weird, but it works. Perhaps most disturbing is the manner in which we have found out about this North Shore proposal, indicative of the whole problem with the way Auckland Council oper-

ates. Was the proposal announced by the Mayor? Or did it come from a resolution of Auckland Council? Or a Council committee chairman? No. It came from Robert Domm. Who?, I hear you say. Exactly. Robert Domm is CEO of a council organisation called Regional Facilities Auckland. He was quoted in the NZ Herald as saying: “Our job whether we get criticised by you in the paper tomorrow or whatever is to try to find solutions and we are bloody going to do it.” Charming. All this was, apparently, news to Cameron Brewer – a councillor who is actually elected to his position. He said in the Herald the next day: “I have never heard about this North Shore arrangement for the Warriors.” And then on Monday all of this prompted Mayor Len Brown to come out with the following statement: “People need to pause, consider all the issues and involve themselves in the very long discussion Aucklanders are about to have as part of the 10-year-budget process. “No final decisions have been made, and we are many months away from reaching that stage.

“The proposals released by Regional Facilities Auckland last week were simply an indication of where RFA’s thinking has got to, at this stage in what is a long process. “Any proposals the council agree to will be factored into the 10-year-budget process so they are the subject of extensive consultation, and to provide a chance for every Aucklander to have their say on how we best use public resources and public spending. “I intend to enter into these discussions with an entirely open mind, and I would encourage all councillors to take the same approach.” Final decisions on this issue will be made only after public consultation, in mid-2015. In other words, this issue was raised in entirely the wrong order. We should have heard from the Mayor first, and Mr Domm last. It’s our elected representatives who need to engage the people of Auckland in discussion about the future of our major sports stadiums. This is not some minor tinkering or upgrade of sports facilities. This is a major political decision. And it needs to be made by politicians, who in turn, need to talk with the people of Auckland. Why is it I get the impression that the unelected bureaucrats have already made up their mind.

Once you have decided that something is 'Just not right", ring 111 with the details. lf it turns out that everything is fine, nothing is lost, and the Police will not blame you for using your initiative. On the other hand, you may just have prevented a crime. One idea is for your near-neighbours to swap telephone or e-mail details, and check with one-another to see if everything is all right with them. Keep them informed of suspicious happenings. Arrests over alleged Whitford meth lab Four occupants of a Whitford property were arrested and charged with various drug offences after Police last week discovered a clandestine laboratory allegedly recently used for manufacturing methamphetamine. Police say they initially went to the rural address conducting enquiries on a burglary matter when

they found the alleged lab in an outbuilding. The Police Clan Lab team was called in to dispose of toxins and drug equipment, while other officers searched and contained the property. Those charged appeared in court last Friday and were bailed until their case review hearing in November.

Celtic drummers proving popular Scotland forever! Beachlands-Maraetai’s emerging Scottish Tribal Band Clan Celtica are rapidly achieving celebrity status, including an appearance on The Paul Henry Show. Clan Celtica was formed last year when the dreams of lifetime musician, Scotsman and now Beachlands resident Frankie Mac, who has combined with his wife Heather and a group of drummers and pipers to take Scottish music back to its roots. “The Military Pipe Band as New Zealanders know it is not music that originated from Scotland,” says Frankie. “It’s a militarised version of what we are, what our music was, foisted upon us by the English after the last big battle the highlanders had against them in 1745. “Our music is representative of the exciting sound going to battle against the Auld Enemy and the Vikings in wars stretching over many hundreds of years.” Clan Celtica’s authentic music hits an altogether different, guttural and tribal beat, totally foreign to the Military Pipe Bands familiar to New Zealanders. “But,” says Frankie, “our sound should mean a lot to Kiwis who are

Beachlands-Maraetai based Celtic tribal band, Clan Celtica. descended from the Scots, many of whom arrived on Aotearoa’s shores in the late 1700s onwards to escape the hardships and oppression of their homeland.” Dominated by tribal beats from a range of drums and Heather’s tambourine, the band features only a sole bagpiper who carries a sometimes haunting, sometimes echoing tune rather than dominating and drowning the beat. Frankie says that during the First World War, the Germans described the bagpipes as a warning that the ‘lassies from hell were coming.’ “The whole point about this music is that it is not new, it is as old as the hills, it is part of

the hills, and it is Scotland’s original call. But when tribal Scots band Clandonia took the world by storm at the opening ceremony of the Commonwealth Games in Edinburgh this year, the floodgates opened for appreciation of all things Scots and Tribal, especially music. “It’s been a hard slog but pioneer bands in Scotland, such as Clanadonia and Albannach have been the forerunners in this music revival over the last 15 years or so. Clan Celtica hasnow begun spreading the word to the southern hemisphere,,” says Frankie. Now, invitations to perform at Australian Highland Games have been

coming in thick and fast. Currently on the table are offers to go to go to Adelaide, Melbourne and Sydney between the months of Feburary and April next year. After live performances on Sky Sports King in The Ring and TVNZ news covering the Scottish Independence Referendum, came the invitation from TV presenter Paul Henry. Clan Celtica performed one of their war tunes as part of debate surrounding the Scottish Independence vote to split from the UK. Bowling club to install new playing surface Maraetai Bowling Club is about to lay a new state-of-the-art artificial playing surface. Work is due to start this weekend on rolling-up the existing green prior to the new green being installed mid-October. It’s a big step for the club, which has been at its existing Te Pene Rd site since 1962 when it was part of an amalgamated club with tennis. The tennis club relocated to Te Puru Park in 1987. Artificial greens last about 15-20 years, depending on how heavily they are used. This will be the club’s third artificial green but president Derek McKeen is determined that the best possible surface is used so it will last as long as possible. This is because it comes with a $135,000 price tag that will leave the club’s coffers empty and no contingency fund should anything else need doing. The surface will be funded with the $40,000 the club has saved over the past 50 years. The rest of the funding has come from charitable trusts and an Auckland Council grant. It is the first time in the club’s history that it has gone to sources outside of the bowling community for funding. “We wrote to 20 charitable trusts, 14 of them replied and generally said sorry but they didn’t get enough money out of our area coming into the trust for disbursement. “This is because there are hardly any pokie machines in this district,” says Derek McKeen. And unless there is a law change in the next few years, Derek believes club members in 15 years’ time will find it even harder to get outside funding for a new playing surface. That’s why every effort is now being made to get the best possible surface laid.

The biggest single grant is coming from Hastings based Infinity Foundation which has given the club a grant of $30,000. Auckland Council initially turned down a request for a grant, but following lobbying from local community board members, eventually agreed to a grant of $17,000. (Bowls, tennis and croquet are the only sports for which the council does not provide playing surfaces). The new Needlepunch surface is coming from England. The sub-surface work will be carried out by Australian based company, Berry Bowling Systems which has managed to shave the initial $175,000 quote to a manageable $135,000. Artificial greens are better value than natural grass which over the same lifespan would cost about $60,000 a year in greenkeeper, maintenance, weed spraying etc. Across the country, bowling club memberships are in decline and some clubs are having to amalgamate. But bowls at Maraetai is here to stay. It’s too far away from other clubs to amalgamate. What’s more, it is bucking the trend and has actually grown over the past five years. At one stage its membership was down to 18, now it is over 50. Derek McKeen believes, that with the local population expected to double over the next 10-15 years, the bowling club is well placed to take advantage. “I believe having a bowling club is good for the community. “Everyone sees bowls as an old person’s game. But of the 12 bowlers who went to the Commonwealth Games, about half were under 25 years of age. “I tell people don’t just think of your son being an All Black, They can’t all be All Blacks and there are lots of con-

As a result, Derek is keen to introduce a school

session at the club from 4 to 6pm on Saturdays in the hope of encouraging young bowlers. Meanwhile, the club would appreciate some volunteers to help lift the existing surface carpet. No traffic island for Hunua Village Auckland Transport have rejected both a reduction in speed limit through Hunua Village and a traffic island. Franklin Local Board members had expressed interest in funding the installation of a central traffic island at Hunua village in order to provide both traffic calming and a pedestrian refuge point for school children to cross Hunua Road to the local hall. However, Auckland Transport says a traffic island isn’t suitable for a 70 kph semi-rural environment. Traffic counts were held within the 70kph zone on Hunua Road near the Hunua hall. Auckland Transport says the speed data indicates that most vehicles are travelling within the speed limit and no obvious speeding problems through the village were identified. The data also indicates that the current speed limit of 70kph suits the road environment and matches the operating speed. The level of development in the area and the current traffic controls fall well below that required for a speed limit reduction to 50kph. As a result, Auckland Transport is not recommending further exploration of a speed limit reduction at this stage. Instead, Auckland Transport recommends that an amended design of side islands with an extension of footpath be considered.

Boards get power to object to alcohol licence applications Auckland Council has delegated local boards the power to object to alcohol licence applications in their area. Until last Friday’s Governing Body meeting, local boards did not have the authority to engage in legal proceedings such as objecting to an application for an alcohol licence. Like any party objecting to a licence application, local boards will be required to follow strict criteria outlined in the Sale & Supply of Alcohol Act 2012. Criteria such as the suitability of the applicant and whether the amenity and good order of the locality

may affect the area are just some of the grounds required to make an objection. An objection by any resident, business, local board or agency (e.g. Police, Medical Board of Health) must be filed with the District Licensing Committee (DLC) within 15 working days of the first public notice announcing an application has been made. DLCs consider all aspects of the application and any objections before they make the decision on whether to grant or decline an application. In making their final decision the DLC must follow the criteria set out in the Act.

Handing over community halls to local management committees came a step closer at the September Franklin Local Board meeting. The aim is to have management committees deal with the day to day hall management with Auckland Council continuing to be responsible for major maintenance and upgrades. At its monthly meet-

ing, the Local Board set up two committees to interview and evaluate applications from groups interested in managing their local hall. School hols adventures in Hunuas

Kokako Lodge Trust promotes outdoor education in a postcard New Zealand setting, the foothills of the Hunua Ranges. As part of their license agreement with Auckland Council the trust works with AIMHI schools to promote outdoor education and leadership and support improved educational outcomes for students. AIMHI (Achievement in Multicultural High Schools) is a group of nine decile one secondary schools in the South Auckland region whose student population is largely Maori and Pacific Islander. Funding is provided predominantly by the corporate and community sector.

With the school holidays here however the Trust have recently set their sights on a younger audience – 8-13 year olds. Two one day programmes have been designed to introduce youth to the great outdoors. Programmes run from 8am to 5pm and cost $70. On Monday October 6 children can go on ‘A Brave Adventure’ and learn the skills needed in an environment that resembles the Scottish Highlands. They will be taught archery, bush craft, orienteering, low Ropes and participate in team-building games. Then on Friday October 10 they can be Huckleberry Finn for

a day. Renowned for his survival skills, this programme starts with team-building games and teaches budding adventurers raft-building, camp cooking and high ropes. “We are blessed in New Zealand with beautiful scenery. It’s a privilege to watch our youth enjoying it, learning some valuable skills and developing self-confidence and leadership which is especially important in this pre-teen group” says Director Laura Fourie. New projects suggested for Beachlands kerb and channelling The latest round of kerb and channelling for Beachlands is due to get underway about now. This will comprise 300 metres of new kerb and channel between Sunkist Bay Rd and Cherrie Rd on both sides. The work is estimated to cost $230,000. Meanwhile, Auckland Transport has a new list of kerb and channelling projects for consideration by the Franklin Local Board They are: • Shelly Bay Road from Third View Ave roundabout to Second View Ave • First View Ave from Sunkist Bay Road to Wakelin Road • First View Ave from Bell Road to Pohutukawa Road • Fourth View Ave from Wakelin Road to Sunkist Bay Road

Animals take over for last day of school term at Clevedon Lambs, calves, chickens and goats took over Clevedon School last Friday for the traditional end of third term Agricultural Day. Lambs, kids, calves and chickens were judged in various categories including rearing & caring, calling, leading, obstacle, best of breed wool,

fatness and perching. Chaos reigned as a chicken was misplaced at one stage. In the pet tent every animal from a turtle to guinea pigs were represented. And if children weren’t able to raise an animal to take part in the Day, then they made a veg-

The usual raffles took place, cakes and sweets were sold and children had a chance to open a treasure chest which turned out to be unclaimed on the day. The day ended with entertainment from the school’s Kapa Haka group and musical students.

Maraetai wins at last in soccer’s Battle of Bridge

By Teri Doran Maraetai claimed their first ever victory in this year’s senior men football team’s Battle of the Bridge tournament in dramatic style on Saturday. The battle lines were drawn for the annual local derby which took place at Beachlands Domain, and saw Maraetai cast off their underdog tag and claim triumph for the first time in the competition’s six year history. It was a close fight between the Beachlands and Maraetai teams. The first-half remained goalless with Beachlands dominating most of the possession early on and having more chances on target. However, the secondhalf saw Maraetai come out fighting. It took the underdogs just five minutes to open the scoring when veteran Richie Harvey found the net. Harvey punished Beachlands for a defensive error after he intercepted a pass-back to the keeper. There was high drama with fifteen minutes left on the clock when Beachlands equalised through a Brian Preston strike, putting the current holders back in the game. At this stage it looked like the match was heading to extra time, with the possibility of a repeat of last year’s dramatic penalty shoot out. But, with less than five
